Nature has a funny way of dealing with chemicals.
 
At high enough levels, bleach can kill, either inhaled or consumed. A high dosage that is swallowed, kills by corroding the gastrointestinal tract. Like a lot of toxic things, it's a matter of how much any organism can tolerate, before it starts to become deadly.
 
Lisa, after some thought, I doubt a sip from the bucket would have killed him that quickly. You're most likely correct, that it was coincidental. Sheesh, that's a bad molt! That makes every issue worse when they're in that state.
 
I've always used bleach on my chicken water buckets and such on occasion. I usually let it air out until dry before I reuse anything to let the bleach evaporate, but I do everything in the house. I've also started putting about a 1/4 cup of bleach to one of my whiskey barrel water garden to kill off the algae and mosquitoes once a week. I will usually use 2 different chemicals, but both are toxic to chickens and the bleach is safer. It's harmless to the plants in there as well in small doses.

I also have a washing machine that drains into the yard. The house is 175 years old and plumbing wasn't added until later and they found it easier to drain out the side and we never bothered to change it. It drains into a trench before it goes into the Siberian Iris patch and they will occasionally drink from it. The duck does most of the drinking and swimming in it and a year later they're all still alive. I try to discourage them from going near it and for the most part they do, but it hasn't hurt them yet.
 
You would have to use quite a bit of HP. Can't be diluted to a helpful cleaning agent. as it is just H2O2, and breaks down to water rather easily. Its good in the mouth.
Also the phenol coefficent is not great, and disinfection time is not great, and will not kill a lot of the microbes, just FYI
