Bleeding feathers- at my wits end

I have a chicken who every week or so has a tail feather broken and then starts bleeding. This has been going on for 5 months or so. I’ve resorted to pulling them. But as soon as they start growing back they break and bleed. I think she’s doing it herself when preening and then her friends go after the blood. I’ve done blue kote, separated her for a month, added extra protein, increased free range time, expanded their run, checked for mites... what the heck is going on? I can’t micromanage these chickens any longer waiting for them to peck her to death. Please help.
 
Ugh! I am also having a pecking problem I am hoping someone can help out with. I just mixed chickens and the bottom two are taking a lot of abuse and I don't know what to do! i did see somewhere someone suggested pinless peepers. I have not tried them though, so can't give any feedback on them.
 
What did you end up doing? I had a rooster a few weeks ago who was attacked by the whole flock, they tried to kill him. In the end we just gave him his favourite hen, who was also picked on, now they live in their own little flock out the front
