Are their scales lifted? I've had scaly leg mites in my flock, in the past. They will peck at themselves.

Oooooo. Good point. It's sometimes hard to tell if feather-footed breeds have lifted scales due to mites or just due to feather growth. You could try treating them for mites to see if that helps.
