He seems to be walking more on his, I don't know, elbows I guess. Not sure what that's about.

Are his feet curled up?

If you check his feet and they're curled up (which I suspect they are since he's walking on his heels or elbows or whatever you want to call it) you'll have to make him some booties. just make a foot shaped 'sole' out of something fairly solid. I've used the covers to coloring books. Then take the sticky part of a bandaid and tape his toes out the way they should be onto the 'sole'. Leave that on for about 24-48 hours. It should solve the curled feet problem. It has to be done asap though. And it'll take a little getting used to for him to learn to walk in his fancy boots but he'll figure it out so don't worry.
