Blind from hatch?

I bought 3 Wynadotte chicks from the feed store. They are 1-2 weeks old. They are supposedly the same age. One is half the size and always cuddling under the others. I had to clean out the brooder tonight, threw some chick starter on a paper towel. 2 of them ate it right up, and the one I am worried about pecked the paper towel, but nowhere near the food. Any opinions? I have a flock of 10, but my first time ever having week old chicks from a store.
 
Yup. No pasty butt (although she IS prone to it) It's just weird. She literally seems blind.
Are her eyes open?
I had one like this, her eyelids were stuck shut with hatching gunk, hard to see cause she was black.
Does she react when you bring your finger near the eyes?
 
I have a "special" buff silkie with scissor beak named Ellie. She was the same way in the beginning. She would peck around but not near the food, and ran into the sides of the brooder. She also has a weird head tick where she will rapidly tilt it to the side. I thought she had brain damage and wouldn't survive. But, she's 7 months old now and thriving. She still runs into walls sometimes.
