Bloody Wattle and Outer Feathers Under Wattle - Northeast Ohio

NOTE: Other rooster doesn't really even have spurs yet. Ralph has GIGANTIC spurs. But he's also older and slightly smaller, those he isn't tiny by any means.
 
Looks like he does have some frostbite damage (by the black skin on the wattles)probably from dipping his wattles into water when it was below freezing. That is most likely where the blood has come from. He may have been pecked there, or has been shaking his head causing the blood.
There isn't much water in which to dip his wattle, given the type of water system we have, but if they are leaking, that could definitely be it!
For frostbite treatment, is there important activity for us to do, or is that just something they deal with and eventually gets better?
 
There is nothing you can do for the frostbite. It will heal in time, probably making his wattles smaller, but make sure the others do not peck him. A dog crate with food/water inside the coop with the others could protect him for a couple of days. Raising waterers may help to not get his wattles in them.
