Thought I'd update since it's been almost 2 weeks. The possible maybe rooster will be 10 weeks old on Saturday. The comb/wattles haven't gotten noticeably larger but is *slightly* pinker/brighter than another BLRW (whose comb is of comparable width too). The other 2 are still pretty pale in comparison.

At what point would he start getting noticeable saddle/hackle feathers?
They typically come in around 12 weeks. Some take longer. You can try parting his feathers right at his saddle area, and looking to see if you can spot any bright shiny male saddles coming in under there.
 
Those wings look very dark and not well laced which usually indicates cockerel. Do you have more pictures where you aren't so zoomed in with better lighting maybe?
Dont know if these are any better but I'll try to get some better photos today after work. These 2 are from yesterday too

With the more recent pictures you posted, it appears to be a male to me too. I raise Rose Comb Rhode Island Reds and Rose Comb Rhode Island Whites. That one looks very similar to my young males. Sometimes when they are young it's hard to tell. I have some 6 month old ones that I'm not going to use a breeders so they are going to our local farm swap tomorrow. I can't keep them all.
