Blue Australorp?

Meyer doesn't carry Blue Australorps.....perhaps Blue Orpington with a few stray leg feathers? Their Marans are Blue Copper, and I'm not spotting any copper in her hackles.

I’m still leaning towards hatchery quality blue copper Maran, she does appear to have faint coppery hughes in her hackle.
 
On second thought, it appears not all Blue Copper Marans sport copper hackles. This could very well be what she is. :)

As for the legs, I've never dealt with this before.....perhaps you should post something in the Emergencies/Diseases/Injuries and Cures section for ailment expertise?

The bright and intense copper feathering is generally seen more in males of this breed, however, some hens do have much more copper in their hackle. :D

Interesting! Nearly all the Blue Copper pullets I've encountered had flashy copper hackles.....just beautiful. Perhaps there's a lot of variation. :)
