If you take a Blue Marans and cross it to a White Marans would you get the whole BBS ratio or would it be something competely different ?

I believe if the white is dominant, you should mainly get white or splash. If it is recessive, you should get Blue and Black, with some recessive White splits. (won't see the white, but they will carry it)
 
Blue (Andalustion Blue I'm assuming) and White are completely different genes. You do not get splash by crossing a Blue bird with a white one and Recessive white most definitely does not produce blue or black. It is best to only breed BBS birds together. Here are the crosses for each color:

Blue x Blue = 50% Blue, 25% Black, 25% Splash
Blue x Black = 50% Blue, 50% Black
Blue x Splash = 50% Blue 50% Splash
Splash x Black = 100% Blue
Splash x Splash = 100% Splash
Black x Black = 100% Black
