Blue laced red Wyandotte and cockerel?

This is not my bird, I am asking for a relative. Am I correct in guessing this is a BLRW and a cockerel? Mostly on the breed question. I know this is a cockerel. He's about 12-13 weeks old and was purchased from either TSC or Rural King.

What's the difference in between light blue and splash?

Splash is white/light, light gray with dark feathers mixed in. Light blue is uniform in color.

25% Splash

Blue is a heterozygote in chickens, with splash being the homozygote. All beautiful, and the colors of offspring will depend on which he is, and who he's mated to. Splash x black will produce all blue, and splash x blue gets some of each (can't remember exactly).
