Blue Laced Red Wyandottes - very few tail feathers 12 weeks

I have 2 BLRW chicks that are 12 weeks old, but have very few tail feathers. Is this normal? If so, when will they start getting tail feathers? I am still trying to figure out if they are pullets or cockerels.

Cockerels. Tail feathers sometimes grow in last, I have 2, 15 week pullets that don't have tails.
