When you cook, take a moment after opening the egg, to see if there is a bulls eye. If you are getting good bulls eyes, Bob is doing his job. If more than 90% of your eggs are fertile, then the same should be of eggs you set. If they are not developing, it is probably a technique on your side.

Tonight when I cooked I used two eggs that were laid today. Neither had that white bullseye you are described. There was a small amount of white stringy off to the side but that was it

no, it is not the stringy stuff, they all have that. Turn the yolk over, and all eggs will have a little circle, disk. If the egg is unfertilized, then it is a solid circle, if it is fertilized, then it will appear as a bulls eye. Search some pictures on here, to give yourself some confidence, it can be tricky to find, until you practice a bit. But if they truly are not fertilized, well then you are right, and Bob's your "uncle" not a father... terrible pun, sorry!

Are your hens super fluffy-butted? That can interfere. Does he look like he's completing the act the way he should, or is he sliding off?

How are you setting your eggs? You said you put them in a holder on the counter, are you turning them 2-3 times a day? You should be. When are you checking after incubation to determine that they aren't fertilized? After 10 days or longer, or under 7 days?

What is everyone eating?
