Thats the first place I have ever seen 21 days for bobwhite quail. All the incubator instructions I have ever seen say 23, and the 3 times I hatched bwq, they took me 23-24 days. Of course, that was in a home made incubator with quail eggs from Georgia.
I guess the best advice in this case is to check with the place you got your eggs, and follow their instructions.
