I would say give up. Just time to research more.

They are at least trying to get info to figure out what is going on.

If there is a university close by they may be able to offer more info.
 
Problems happen when keeping animals (all too often

). I wouldn't suggest giving up, instead, you could try starting with something easier and working towards quail again. Or buying quail eggs from a different source to see if that works. We all lose animals, due to things we can't prevent and things we can. We can't just give up on what we love because of it.

After this last batch I'm giving up for the rest of the year, give my incubator a break and relax. It's hard raising chicks. I have another guy helping me out. He raises jumbo coturnix and I'm trying to buy from him. He asked me if I wanted chicks, but I told him I was having problems with chicks this year, so he is trying to help me out.
 
You should try to hatch Coturnix. I've read they are easier to start. Of you bring birds hone you stand a greater chance of bringing a disease home. Not as many can get through the productive coating of the egg.
 
Hmmm... Well I have 5 chicks starting to pip well more like just put a crack in the shell while seven(I don't think these seven will hatch because they are super old and I didn't keep track) still aren't doing anything. I hope these chicks make it. I bought a heat lamp and infra red bulb. I have a thermometer and a shady spot to keep the chicks cool when overheated. For bedding I am using a rubber shelf liner. For feed i am using mannapro 24% protein gamebird/showbird complete crumble. So do you think I'm good?

Some scrambled eggs will make sure they get all the protein they need.
 
The guy I was talking to said avoid the eggs... I'm a bit confused.
