Boy or girl leghorn?

Experts needed, is this a pullet or cockerel? He/She is 15 weeks old.

Red Sexlink cockerel. Leghorns don't have red shoulders, and the size and color of the comb and wattles is way too much for a pullet at 15 weeks anyway.

Well, I kind of wondered able the coloring on his shoulders. Also forgot to mention that he dos not crow at all. I have a 12 weeks old BLRW who has been crowing since he was 9 weeks old, thought it was odd that "Balboa" didn't.
