I'd stop feeding them grower feed at 18 weeks old or so. By that time, they should be close to laying.

Not usually. The average age of laying is 20-22 weeks old, with 18 weeks also being common.

16 weeks old is about the earliest a chicken will begin laying, and that isn't very common.

No, most of my chickens have started laying from 20-24 weeks; a few a little earlier, an occasional one a little later.
