BR chicks developing slowly???

My chicks are feathering slowly...I think.
At 5 weeks they are still rather small, and still have down on their necks and heads.
Shouldn't they have feathering there now? They are feathered on wings, shoulders & backs.

If you post some pics, I'm sure the chicken wizards here can help. At five weeks, I know mine still had some down on their heads and they are, at 14 weeks, HUGE.

My Isas still had down in the same spots at that age. They weren't truly fully feathered until 8 weeks.
