The feathers in the neck and saddle feathers look quit pointy. This indicates cockerel too.
You can’t see saddle development at this age. And I think it’s okay to remain optimistic that the hackles are just new feathers - it’s still feathering out at this age.

Male feathering generally doesn't come in until roughly 12 weeks old, but I agree that that is an accurate way to tell once they are past 12 weeks.
