Breed and sex?

I just am at a loss. My mother in law bought these as " replacement " chickens cause 3 accidently got killed (under her watch).
I wasn't there when she purchased them AND I don't know from where. They are about 10-15 weeks old.
Is this a rooster? And what breed?
