I think this one is a Black Australorp
 
can a white sultan rooster and black Sumatra hen breed successfully producing offspring? I am new at this

I don't know why it would not work. They are both close in size. Now if you had a big difference in size like a Jersey Giant hen and a Serama rooster, Or in reverse order, things may get somewhat challenging.

So... Any different breed can bang and have offspring just as long as their size permits it to happen?
All chickens are genetically the same species, so yes, any 'breed' can be crossed with another 'breed' and produce viable offspring. Breeds are something people have created, but they are all still chickens.

My husband got these and we do not know what they are. 2-3 months old but as small as a chick and fully feathered.

They both look a lot like my partridge colored Old English Game Bird (OEGB) bantam. Mine is a pullet. And yes, the 3 week old standard size chicks I have are about the same size as the bantam bird.
