If he's got Cubalaya in him (his coloring is spangled, btw), or Asil, (he's not a 1/2 & 1/2, he's got a good bit of oriental type in him to have the shape and tail set that he has), his leg scales may naturally be that way (mangled looking). He is also an old guy, you can tell by his spur length. Older chickens don't have nice straight scales on their legs.
Of course, treating for scaley mites isn't a bad idea, just in case.
