Breeding a runt

I have a buff-laced Brahma hen who is always resting. She doesn't like to move around at all and when she walks she stomps like a cornish-x. She is healthy but is half the size of what she should be. She is seven months old and has not laid any eggs yet, but when she does I'd like to hatch some. What are the chances of her passing on her runtness? This is her at eight weeks, no deformities:

 
If she is not a bantam, there's a reason why she's a runt and it that unseen reason is a good one not to breed her . pick your largest and your healthiest Birds to breed. Unless you are doing a special project on small birds of this type... it requires a lot of expertise, lot of time ,and a lot of money to do it right.
