Only way to get self blue offspring would be to breed her to another self blue.

As for NPIP, get in touch with your state's department of agriculture to see what they require.

as for the self blue, i read something before that if you do a few generations you will get self blue again when being bred to black, is that correct?

Yes. Self blue is a recessive diluter of black. Breed black to self blue and all offspring will be black but carry the self blue gene. Breed those back to the self blue parent and you will get half black (carrying self blue) and half self blue.
