Breeding Dutch Bantams. Advice please

Hi from Australia, we have now imported DB's into Australia and this will be the first year for exhibition. My question is in regards to breeding. I believe there is pullet breeding stock and cockerel breeding stock and I need to know how to identify them. Is there another breed of poultry I can follow the same colour genetics with, as here in Australia we have very little information about DB's at all. I have attached a photo of my young boy and would like to know if he is a pullet or cockerel breeder and why he would be either, his chest is pure black.
