Breeding frizzle

Quick q: if i breed a normal to a frizzle, will the offspring be 50/50?
I'd want to breed a normal roo to a frizzle hen.

Yes. They would be 50/50.
But those odds are per chick. I hatched 3 eggs from the same pairing, and only one chick was a frizzle.
