Illinois. I am assuming by your name and location you are in IN (i used to live in NE indiana myself) i looked up the code there,,contact the state deparment of ag there is a permit availble there also.
~~IC 16-42-11-8 Farmers' and egg producers' exemption Sec. 8. Farmers and other bona fide egg producers who sell and deliver, on the premises where produced, eggs produced by their own flocks on their own premises are exempt from this chapter. As added by P.L.2-1993, SEC.25.

I am in Florida. We have "sell-at-the-gate" laws that allow legal sale of a small number of eggs from your home, a lot of people will stop if they see a sign. A problem with this in my case is zoning laws. I am zoned residential agricultural, just one step away from agricultural zoning. I'm technically allowed to have livestock for personal use but not for resale, though this law is rarely enforced I don't want a big red flag in front of my house if an inspector drives by, or some nasty neighbor gets a bug up his *** and reports me.

You can always get agricultural land to run your business on, but agricultural land can't be subdivided into smaller lots. So you gotta go big or go home. I can keep over a hundred birds on a single acre, no need for 10 acre ag lots. Especially if you're small time.
