breeds that are poor layers?

If they are older birds or do not have the genetics for egg production, they will not have great egg production. A balanced laying ration can only get them so far. It will not overcome age or genetic limitations.
 
Nutrition is a key part of production, so birds on a good diet will generally have better production than those on a poor diet - but genetics still play a significant role in things so you aren't going to turn a 2-3 egg a week breed into a 6-7 egg a week breed simply with better feed.
 
What they said. Ornamental, etc are only going to lay so much.They may lay daily for a period, then quite due to broodiness,etc. Or, they may simply lay a few times a week instead of daily.

Good feed is always better than poor feed, but it can only go so far to overcome genetics.
