Could she be plucking her feathers? Skin will turn red without feathers to cover it. A photo would really help us. I had a similar issue with a hen where her flanks had no feathers and skin was all red. I tried all the remedies you did as well to no avail. I fashioned a cover like saddle over her flanks and sides and eventually it cleared up. I can only assume she was chewing feathers or plucking them out.
