Broken or Dislocated Leg?

My poor girl, Sweetie has an injury. I just don't know if it's broken or dislocated. The injury occurred almost three weeks ago & she doesn't seem to be improving. She's still eating well & drinking water.
I just want some advice from people who have been doing this longer than me & know what to do.
Hubby wants to put her down, but if there's something I can do...

If she broke something , I would think by now it may have healed awkwardly since it wasn't set.
