Do you have access to a vet that will see birds? An x ray is the best way to know for sure.
Short of that then a physical exam and splinting or wrapping may be done. If it's a closed fracture (no broken skin) then infection is less of a risk, if it is an open or compound fracture (skin broken) then antibiotics would probably be necessary. Below is a splinting manual for birds, it explains how to examine for a fracture and how to splint and wrap various types. It addresses songbirds, but the anatomy is the same.
