Brooder bedding question

I have four chicks in our swimming pool brooder inside our house. Currently using pine shavings as bedding but it is so dusty and my husband thinks he may be allergic. What are non dusty alternatives I can use that won't be expensive? The chicks are 2 weeks old.

Shredded paper works pretty good.

We use just paper towels in the brooder. As we too found pine shavings too dusty. But, we only brrod indoors for a short while. Later today we will move the one week old chicks to the outdoor brooder in the run. That method has really helped us avoid the mess and to do a quick integration.
