depends on the breed. On average most will fully feather by as early as 4 weeks. Some take longer such as Silkies.
Also, even though you may have a breed known for fast developement there is always that one individual who does not develope by the rules and may take longer.

I raised six chicks in a bathtub of a bathroom that I don't use. The tub had glass shower doors, so they were not able to escape; I hung a light in it and put wood bedding in the tub. It worked very well, so long as you don't mind your friends laughing at you just a little bit!
