brooder question for quail

Does the heat need to 97-99 directly under the bulb? I tested my brooder temp...it was 97 right under bulb..but quickly gets cooler away from bulb 85-87 at 6-12 inches away..is this hot enough?
 
I keep mine at 100 for new chicks and lower the temp very few days as their feathers come in, I like to have it down to room temp about 70 by about 2 1/2 weeks. Then I slowly adjust them to cooler temps to prepare them for the outside temp. This time of the year I have them outside at about 3 weeks with no problems. In cooler times of the year I would wait 4 weeks before putting them outside.
 
That 100 temp is for right under the bulb the temp does get cooler as they move away from the bulb, but that is good. If they get to warm they can move away.
