Brooder seems hot

Hi, I have a black bulb in my brooder box and it's seems so hot, I have used it before and didn't notice the heat so high, the roof of the brooder and cord seems soooooo warm. Is this normal. I put a thermometer in the box under bulb and it's 35 Celcius. But the actual bulb and cord is hot

make sure the bulb and cord cant touch the chicks, and that they can escape the warmth to one side of the brooder.
I agree with Ebony Rose, if it seems too hot, replace it. Personally I prefer a heating plate/brooder rather than a heat lamp, seems less of a fire hazard.
 
A hot cord is a hazard, either fire or electric shock, no matter what it's going to, whether that is a heating device, an appliance, or your computer. Some devices or transformers can get a little warm but excess heat is a warning.

I don't know what your brooder looks like or how old your chicks are. 35 C (95 F) seems like it could be fairly hot but if the chicks are behaving OK it's probably not too hot. With the top of the brooder being hot it makes me wonder if you need more ventilation. If they have a cooler place to go that area isn't too hot. If they get hot they'll go somewhere else.

It's hard for me to make specific comments on your brooder without knowing how old the chicks are, how big your brooder is and how it is set up (a photo could really help) and even whether it is inside in a climate controlled area or outside where the temperatures can really swing from cold to hot.

But if it is hot enough that you are noticing now when you didn't before I'd check it out.
