Broody Hen Will Not Break

I had a broody BGL Wyandotte sitting on eggs. She was brooding in the coop but was separated from the rest in a dog cage. She hatched out 8 chicks almost 4 weeks ago. During that time, my Delaware hen went broody in the nesting box and I think when the chicks hatched, she heard the peeping and thought they were hers. She would sit by the cage and watch them practically all day. I separated her in a wire dog cage elevated on cement blocks to try to break her but it's been over 3 weeks and she still acts broody. Other broodies I've have were broken in a week or less with this method. She even went through a mini molt like broodies do after they are broken but she still makes the tick tick tick clucking noise and walks around puffed up. I thought maybe she needed to be put in her place by the mom hen so she knows that those are not her chicks but that just started a bad fight between the two which left the Delaware with a bloody comb. Not sure what else to try and would love some advice!
 
Do you have her in broody jail out of sight/sound of flock? That may be your next option if not. To sort of reset. Though I'm not sure how easily that is?
She's in with the others. My next thought was to completely isolate her from her flock mates but didn't want to have to reintroduce her again. But if that's what it's going to take, I might have to.
