Broody hen?

so I have a few groups of quail a few of them are about 17 weeks now and a few that are only about 10 and one of the groups has a rooster of 17 weeks and a hen of 10 weeks and I noticed over the last few days that she keeps laying the her eggs on the same spot 1 removed the first egg because everything seemed normal except for the fact that it was layed with their food but when the second egg was also layed in their food I kept it there and a third egg was also layed there could it be that she is broody?
And if she is should I let her because the eggs do look normal not too small or too big and with a good shell.

If she is broody she will lay her last few eggs and then start to sit once she is done. I would let the eggs stay there to see if she will sit, maybe a week. If she goes for more than a week she isnt broody
