Brower Tophatch blinking

I have a Brower Tophatch incubator that I borrowed from a friend.
I can't reach him by phone and the book is no help. The light starts blinking on and off about twice per second when the temp is reached. The book says it will turn off "periodically" Has anybody else had this happen and if so,what did you do? I have adjusted the temp control up and down but no luck. There are no eggs in there yet I am just setting it up 3 days early as suggested.

Yep, it just blinks alllll the time.

I put mine inside a shelf with a door so the neighbors won't think the house is on fire with all that blinking at night!!!
