Can you get a couple of pictures of Cecilia outside in natural lighting? If you can get one standing side by side with one of you other pullets that would help. I think the barring is too nice to be a BSL. We've all had cockerel paranoia, Cecilia could just be a pullet getting close to POL. I don't see it in all the photos but the barring does look different from the others to me in the last photo you uploaded, again that could just have been the lighting.

Some barred rock pullets are lightly colored

As soon as we get a clear day I'll get some more pictures of CC.
I took a couple this afternoon, but it's so overcast and rainy those pics aren't much better than the ones in the coop.

CC ( larger comb and wattles)and Harley ( who is an Alpha pullet, already laying at 5.5 months)with heads down and Jet, our smarty pants pullet with her head up.
Jet likes to squak, flap and sound alerts to get others to run one direction so she can steal their grasshoppers!
