BSL hen or roo?

I purchased this bird from tractor supply. It is a black sex link and had no black spot on its head. When it reached 4 or 5 weeks old it got a light white spot on its head. Now at about 16 weeks it looks like this...is it a roo or a hen?

I was thinking Roo but it's comb and wattle are small foe its age and it hasnt crowed yet.
