bubble foot?

What is this on one of my chickens feet it is bubbly at the bottom with liquid squirting out of the top.Not sure what it is or what to do.Could this be from the rubber band,i use small rubber bands to mark my chickens it was on really loose so I dont think that is the problem because my other chickens are fine.

Bumble foot maybe?thought that only ducks could get that?
