It's bumble foot and does the foot look swollen or could one foot just be larger than the other? you need to examine the foot real well top and bottom looking for any wounds, splinters etc. Then post back and tell us if you have found anything if bumble sometimes there is a bump with redness and swelling and the duck will limp if it's on the bottom. Pic of what you find will be helpful

Soak in Epsom salt water - do not let the duck drink the water, it is a laxative. You can stand the duck in a flat-bottomed bowl or small bucket, or you can soak clean rags and hold the duck and wrap her feet, for ten minutes twice a day.
Follow that with either
a couple of drops of clear iodine - not brown iodine - on the bumps, and just do that once every 5 days
or
rub some triple antibiotic ointment with no painkiller on the feet and legs twice a day, especially right before bedtime.
