Bubble under eye?

My Rooster Megatron is blind in one eye, which he was that way when I got him as an adult, a few months ago, he has a bubble under that eye looks like is full of liquid, looks like, when you fill up a balloon with water, you can see the liquid but yet fully skin colored being red, what is it and how can I treat it?
 

I tried to get a good pic, but between holding him, and the flash. and its darkish in the coop..

Hard to tell from picture,what about an infection from a wound,possible he may have been pecked? Have you tried to wash and put some antibiotic ointment(nothing ending in "caine" toxic to chickens)on it?
 
No not yet. But it is under his blind eye. Friend of mine said it could be a bruise never seen bruises bubble up though ill find the neosporine and put some on. Also ill put some anibiotics in water and give that to them
