Well, my boys are pretty quiet. When you're right next to them they sound loud, but when they're a few metres away you realise you can only hear a faint squawk. Also, when they're foraging and preening (which is quite a lot of the time) they don't make so much noise because their mouths are busy! The girls are definitely a lot noisier, but so far mine have only made a big noise when one calls to the others if she's been seperated or if they're spooked suddenly by something very close to them. About fencing, we don't actually have any since ours aren't outside... yet...
I've never seen the boys fly more than a couple of feet off the ground. They don't really try much to be honest, unless it's very windy and they feel like having a good old flap or if there's an obstacle (like the hose) in their path and they fly over it
The girls have been flapping a lot recently but I've seen them get maybe an inch or two off the ground. It does vary from bird to bird though I think, so lighter birds may be able to fly better than heavier ones, although even then I wouldn't think they could keep it up for long enough to get very far away
