Budge 'Out Time'?

I have been taking my budgies out of their cage for 15 to 20 minutes, two to three times a day.

I haven't had them long, but they are now finger trained and seem adjusted to the routine.

How must time should they spend out of their cage? (Mine are still very young. Button eyes and baby bars.)

I have been taking them out by letting them perch on my finger, then slowly pull my hand from the cage. This works well, but only if I take both of them. Taking only one makes them upset to the point of screeching and biting. Taking both, they are calm and seem to enjoyed exploring. I have been putting them on a perch outfield their cage and then letting them do what they do. Sometime they sit and groom, sometime they wander. Usually they come to me and climb up on my arm.

Should I be taking them out more?
 
My neighbor has budgies and he just leaves the cage door open and lets them fly around during the day. I don't know if your supposed to do that or not, but his have always seemed happy.
 
I just clipped my Budgies wings and let then climb around outside the cage. I had a long ladder that reached to the floor to the cage door and they came and went as they wanted during the day. My Cockatiel also is let out daily and he is 15 years old and just stays to the top of his cage most days.

That is good to know but I am a bit paranoid because my sister's dog ate her birds.
It's the same way I worry over my cats and chickens. For years they have gotten along fine, but there was one incident where a cat got one of my juveniles, and the injury was fatal.
I don't like the risk.
 
Take them out as much as possible! They will thank you for it. And for the dog issue, is there a way to put the dog in a separate room or lock it up in a room/outside while the birds are out? I have a dog who is very excitable around birds(she loves them, but could harm them easily without knowing), and she gets put outside while the budgies are out.
