Budgie bedtime delay?

For the last couple nights, one of my budgies has delayed his bedtime, opting to fly and play rather than go into the cage for the night.

Is this a matter of excess energy? I work and play with him every day, there are lots of foods and toys and fun things to do.

He is maturing. His cere is turning blue. Could this be a contributing factor?

Is this going to be a nightly thing, or is there something I can do?

I have tried dimming the lights to let him know it's bedtime. I have tried bribing with treats. He usually steps up for me but has refused in favor of playing.

He is stubborn at times.

I do have him out of the cage most of the day (except when I cannot supervise). Am I giving him too much freedom?

Thank you so much! This definitely addresses the issue, and I need to make an adjustment on how I do things.
 
You may want to let him out most of the day and then have him go back to the cage an hour before bedtime. I put small treats in the cage, and then close the door when they hop in to get the treats.
