Buff Brahma Feather sexing

Hey everyone! I am new! (Yay) I got myself a few chicks for my mixed flock. And I am super pumped. Lets get down to my current dilemma.
I bought two Buff Brahma chicks (supposed pullets), bought from same hatch date etc... well they are about 3 weeks old and one is feathering out VERY slow, no tail yet. (ALlison:) More of a poof ball.
The other is feathering out much more quickly, long wing feathers, spikey little tail coming in. (Charlie)

I have been doing some reading and it seems in Buff Brahmas, the slow feathering means roo(?) I cannot have a rooster due to town ordinance :( But I just want to be super sure before I rehome. They are both the dearest of chicks, the nicest of the bunch! Any feed back would be greatly appreciated! I will try to upload pics if that would help.

Yes some pictures will help.I know with my NHRxBO mixes the faster feathering ones are gals and the slower are guys(tail wise).I did have one guy last year who happened to have the recessive fast feathering gene and I was stumped on him.sometimes you have an odd ball who starts out like the opposite sex
 
Thanks for the reply! I snapped a pic this morning, it is not the best but I think you can see. The one closest to the front is suspected roo. I noticed today that his beak even looks bigger, bulkier than Charlies (the girl behind him).

I think I'm going to agree with you on the one male one female idea (male being closest) They're so cute
With the town zoning (I'm not sure how close houses are for maybe getting this by) but bring up "there needs to be a change (if you really want to keep him) I stay on my neighbour's good sides with giving them eggs when ever they come over or they are outside
