Buff Cochin, is it a Rooster or Hen? 16 wks old

Can someone confirm for me if this is a Buff Cochin rooster or hen? I personally believe it's a rooster, however it has not started to crow like the other 2 roosters that we have of the same age (16 wks). Any help would be greatly appreciated. Thank you!

I probably should clarify the two roosters we have are of a different breed...not cochins.

I agree. Cochins are also slow maturing. I would be extremely surprised to see one with a developed comb that young

Cochin pullets’ faces don’t get that red until laying age. They also don’t get that big until closer to a year old. I think it’s a cockerel!😉
