Yes, if tapeworms have been using all his nutrients, he's going to be more tired, thus leading him to lay down more. It's fairly common in sick chickens that have spent a lot of time on their bellies to see redness and irritation. Give him a few days to build up his strength. If he seems to be getting worse or that belly starts to seem really swollen, then we might need to look at something else. Try giving him some scrambled eggs and electrolyte water along with his regular food.

No lice or mites. I gave the 3 a dose of the equimax. He seems to have improved a little bit. Still a little wobbly but eating and drinking perfectly fine.

Get some nutrition into him. If you have chick starter or an all flock feed, see that he's eating well. A daily treat of eggs if you don't have higher protein feed.
Give him some buttermilk with rice and direct dose him with Poultry Vitamins once a day as well. Poultry Cell would be a good choice at 1cc per 3 pounds of weight.

A bad worm infection could definitely cause him to be a little off balance. The worms are taking all of his nutrients, so it’s kind of like if you’ve ever been super hungry or had low blood sugar and felt a bit woozy. I would treat first as @Wyorp Rock suggested, and if after he’s treated and has had a little while to re-nourish himself he’s still a bit wobbly, then start looking at other possible causes.
Edit: while I mostly agree with @Wyorp Rock, Safeguard (specifically that for goats) and Valbazen are both effective against tapeworms in poultry.

I can assure you that Safeguard liquid goat wormer will not treat tapeworms in POULTRY as the product and studies claim. Valbazen used to treat tapeworms but unfortunately due to tapeworm resistance to albendazole, it is no longer effective in treating tapeworms in poultry. Products such as equine wormers containing praziquantel will eliminate poultry tapeworm infections.
How do I know this? I've used just about every wormer available on the market and years of experience in dealing with tapeworms and other worms in poultry. Experience is the best teacher, despite what the books say.

@kaylad1993 The red stripe down the legs is normal. You're correct, it's hormones flowing.
The redness going down to his rear end and abdomen is caused by urates in feces. It causes redness and swelling, and loss of fluff and feathers.
Apply Nu-Stock to the red and swollen skin until healed, including his rear end. It will heal and protect the skin as well as deter picking and pecking from other birds.
Wear disposable gloves when applying the Nu-Stock. It can be found in the equine section at a feed store.

I feel like he is declining again. He is laying down more and very wobbly when he is walking. Still eating and drinking. Been giving him vitamin B complex and electrolytes.

So he has definitely improved. Much more active however still wobbly and wings lowered. I give him vitamins twice a day and an egg. My concern really lies with mareks. His symptoms started almost 2 months ago. If it was mareks wouldn’t he already have passed? I’ve treated for the worms so I’m hoping this is just a recovery from that.
