Buff Orpington Chick Seems Depressed

Hi all. I have a Buff Orpington chick/pullet that seems very depressed. She's about 3 months old and seems very small for her age. I have one other Buff Orpington chick that is the same age as this chick and this chick is VERY small compared to the other chick. Whenever I hold her, she becomes very quiet and calm and doesn't struggle a lot while the other one makes a lot of noise. Also when I touch this chick's comb, she doesn't react. The chick is kind of active, as she does run around and eat good.

Anyone know what's going on?

What are you feeding them? Can you post a photo of this Buff Orp chick? Does she seem lethargic? How long has this been going on?
When you pick her up, does she make fast, squeaky, semi quiet, repetitive little peeps? Maybe "chatty" peeps is a good way to put it.
