I was sold a pullet, but everything behaviorwise tells me she's a he...not super interested in pecking around with the other chicks, "tries" to crow, "fights" with another one of my chicks. She is around 11-12 weeks old. And I can't tell by the way she looks.

Looks like a pullet. When I had chickens, my females looked just like that. When a rooster is absent, the most dominant hen will take the place of the rooster. They even try to crow as some have said. If she was indeed a he, she would have been crowing already by 5 weeks.

Pullet - rising to the top as ALPHA hen. She will dominate the flock through the pecking order process until they accept her.

I had one BO roo that i swore was a pullet until one day he definately wasnt. Hes almost 6 months old now and still doesnt crow much. I finally figured it out because it suddenly seemed his legs got long, and then his comb grew in, and then the saddle feathers. Hes somewhat prissy compared to other roosters ive had but a rooster none the less.
That said...i also think from the picture your BO is a pullet. Not trying to confuse you.but sometimes you just dont know.
